 教育公平 Equal Access to Education

A target for the country's education policies aiming at ensuring equal opportunity for all to receive education of equal quality. First listed as a policy target in the Resolution on Several Great Issues of Building Harmonious Society approved in the Sixth Plenary Session of the 16th Central Committee of the Communist Party of China in 2006, it is stressed over and again in official documents as one of the preconditions for social equality. The State has staged a series of policies to achieve this target, ranging from offering free compulsory education, waiving tuitions for university students in teacher educating programs, sharing facilities and teaching faculty among different primary schools within a city to increasing the State financial input in rural areas.
這是國(guó)家教育政策要實(shí)現(xiàn)的目標(biāo)，旨在保證每個(gè)受教育者有同等的機(jī)會(huì)受到同等質(zhì)量的教育。2006年，中國(guó)共產(chǎn)黨第十六次全國(guó)代表大會(huì)第六次會(huì)議上提出的《中共中央關(guān)于構(gòu)建社會(huì)主義和諧社會(huì)若干重大問(wèn)題的決定》中首次將其列為為政策目標(biāo)，突出強(qiáng)調(diào)并再次將其以正式文件的方式確立下來(lái)，作為社會(huì)平等的先決條件。政府出臺(tái)了一系列政策以實(shí)現(xiàn)這一目標(biāo)，包括實(shí)行免費(fèi)義務(wù)教育、高校師范專業(yè)學(xué)生免學(xué)費(fèi)、同一城市不同的初級(jí)學(xué)校共享設(shè)施和師資以及增加國(guó)家財(cái)政對(duì)農(nóng)村地區(qū)的教育投入。
