China's military should take solid steps toward a strong army as socialism with Chinese characteristics has entered a new era, said Xi Jinping, general secretary of the Central Committee of the Communist Party of China (CPC). Xi made the remarks when meeting senior military officers in Beijing Thursday. Xi, also Chinese president and chairman of the Central Military Commission (CMC), urged the army to remain true to its original aspiration and keep its mission firmly in mind.
中共中央總書(shū)記、國(guó)家主席、中央軍委主席習(xí)近平10月26日對(duì)軍隊(duì)領(lǐng)導(dǎo)干部發(fā)表講話時(shí)指出，中國(guó)特色社會(huì)主義進(jìn)入了新時(shí)代，人民軍隊(duì)要不忘初心、牢記使命，堅(jiān)定不移走中國(guó)特色強(qiáng)軍之路。

十九大報(bào)告中提出了一系列新判斷、新提法、新概念、新要求、新部署，其中包括黨在新時(shí)代的強(qiáng)軍目標(biāo)：

適應(yīng)世界新軍事革命發(fā)展趨勢(shì)和國(guó)家安全需求，提高建設(shè)質(zhì)量和效益，確保到二〇二〇年基本實(shí)現(xiàn)機(jī)械化，信息化建設(shè)取得重大進(jìn)展，戰(zhàn)略能力有大的提升。同國(guó)家現(xiàn)代化進(jìn)程相一致，全面推進(jìn)軍事理論現(xiàn)代化、軍隊(duì)組織形態(tài)現(xiàn)代化、軍事人員現(xiàn)代化、武器裝備現(xiàn)代化，力爭(zhēng)到二〇三五年基本實(shí)現(xiàn)國(guó)防和軍隊(duì)現(xiàn)代化，到本世紀(jì)中葉把人民軍隊(duì)全面建成世界一流軍隊(duì)。
We will adapt to the trend of a new global military revolution and to national security needs; we will upgrade our military capabilities, and see that, by the year 2020, mechanization is basically achieved, IT application has come a long way, and strategic capabilities have seen a big improvement. In step with our country's modernization process, we will modernize our military across the board in terms of theory, organizational structure, service personnel, and weaponry. We will make it our mission to see that by 2035, the modernization of our national defense and our forces is basically completed; and that by the mid-21st century, our people's armed forces have been fully transformed into world-class forces.

習(xí)近平強(qiáng)調(diào)，中國(guó)特色社會(huì)主義進(jìn)入了新時(shí)代，國(guó)防和軍隊(duì)建設(shè)也進(jìn)入了新時(shí)代。人民軍隊(duì)要不忘初心、牢記使命（the people's army should remain true to its original aspiration and keep its mission firmly in mind），認(rèn)真學(xué)習(xí)貫徹黨的十九大精神（learn and implement the spirit of the 19th CPC National Congress），深入學(xué)習(xí)貫徹新時(shí)代黨的強(qiáng)軍思想，堅(jiān)定不移走中國(guó)特色強(qiáng)軍之路（following the road of building a strong army with Chinese characteristics），全面推進(jìn)國(guó)防和軍隊(duì)現(xiàn)代化（promote the modernization of national defense and the army），為實(shí)現(xiàn)黨在新時(shí)代的強(qiáng)軍目標(biāo)、到本世紀(jì)中葉把人民軍隊(duì)全面建成世界一流軍隊(duì)、實(shí)現(xiàn)中華民族偉大復(fù)興的中國(guó)夢(mèng)而努力奮斗。

習(xí)近平指出，新一屆軍委班子要牢記黨和人民重托（to be keenly aware of the trust bestowed by the Party and people），牢記全軍官兵期望（aware of the expectations of all servicemen and women），全力以赴做好軍委工作（spare no effort in their work）。我軍高級(jí)干部是強(qiáng)軍事業(yè)的中堅(jiān)力量（the backbone of the campaign to build a strong army），身上千鈞重?fù)?dān)，身后千軍萬(wàn)馬，必須對(duì)黨忠誠(chéng)、聽(tīng)黨指揮（loyal and obedient to the Party），必須善謀打仗、能打勝仗（be good and smart at combat），必須銳意改革、勇于創(chuàng)新（endeavor to reform and innovation），必須科學(xué)統(tǒng)籌、科學(xué)管理，必須厲行法治、從嚴(yán)治軍（be efficient in commanding their forces, strict in discipline），必須作風(fēng)過(guò)硬、作出表率（set an example by performing their duty with spirit and diligence），以飽滿的精神狀態(tài)和奮斗姿態(tài)為黨工作，忠實(shí)履行好職責(zé)。
