習(xí)近平指出，現(xiàn)在距離2020年完成脫貧攻堅(jiān)目標(biāo)任務(wù)只有兩年時(shí)間，正是最吃勁的時(shí)候，必須堅(jiān)持不懈做好工作，不獲全勝、決不收兵。

習(xí)近平在講話中明確，脫貧攻堅(jiān)的標(biāo)準(zhǔn)，就是穩(wěn)定實(shí)現(xiàn)貧困人口“兩不愁三保障”：

They should no longer need to worry about food and clothing while enjoying access to compulsory education, basic medical care and safe housing.
不愁吃不愁穿，義務(wù)教育、基本醫(yī)療、住房安全有保障。

【相關(guān)背景】

2018年8月19日，《中共中央、國(guó)務(wù)院關(guān)于打贏脫貧攻堅(jiān)戰(zhàn)三年行動(dòng)的指導(dǎo)意見》發(fā)布。

意見》重申了我國(guó)脫貧攻堅(jiān)戰(zhàn)的目標(biāo)：到2020年，農(nóng)村貧困人口實(shí)現(xiàn)脫貧，貧困縣摘帽（lifting all rural poor and impoverished counties out of poverty），消除絕對(duì)貧困（eliminating absolute poverty），貧困地區(qū)和貧困群眾同全國(guó)一道進(jìn)入全面小康社會(huì)。

《意見》提出，到2020年，實(shí)現(xiàn)貧困地區(qū)基本公共服務(wù)主要領(lǐng)域指標(biāo)接近全國(guó)平均水平。集中連片特困地區(qū)（contiguous poor areas）和革命老區(qū)（old revolutionary bases）、民族地區(qū)及邊疆地區(qū)（ethnic minority and border areas）發(fā)展環(huán)境明顯改善，深度貧困地區(qū)如期完成全面脫貧任務(wù)。

《意見》明確，到2020年，鞏固脫貧成果，通過發(fā)展生產(chǎn)（fostering distinctive industries）脫貧一批，易地搬遷（advancing relocation）脫貧一批，生態(tài)補(bǔ)償（carrying out ecological restoration）脫貧一批，發(fā)展教育（strengthening education）脫貧一批，社會(huì)保障（improving social security）兜底一批，因地制宜綜合施策（taking targeted and differentiated measures），確?，F(xiàn)行標(biāo)準(zhǔn)下農(nóng)村貧困人口實(shí)現(xiàn)脫貧，消除絕對(duì)貧困；確保貧困縣全部摘帽，解決區(qū)域性整體貧困（alleviate regional poverty）。

習(xí)近平指出，

The practices of formalities for formalities' sake and bureaucratism hamper the effective advancement of poverty reduction, he said, stressing a firm hand in rectifying malpractices in poverty relief.
要整治問題不手軟。脫貧攻堅(jiān)工作中存在的形式主義、官僚主義現(xiàn)象，影響脫貧攻堅(jiān)有效推進(jìn)。

He ordered efforts to redress undesirable conduct of officials in a timely manner, as well as special campaigns to target corruption and bad conduct in poverty reduction.
要及時(shí)糾正脫貧攻堅(jiān)中反映的干部作風(fēng)問題，深化扶貧領(lǐng)域腐敗和作風(fēng)問題專項(xiàng)治理。
