2019年6月29日，十三屆全國(guó)人大常委會(huì)第十一次會(huì)議舉行了閉幕會(huì)，經(jīng)由三次審議的《疫苗管理法》在本次會(huì)議上得以通過(guò)?！兑呙绻芾矸ā穼?duì)疫苗實(shí)施了全過(guò)程的嚴(yán)管，對(duì)生產(chǎn)銷(xiāo)售假劣疫苗的，設(shè)置嚴(yán)厲處罰。
China's top legislature passed a law on vaccine administration, which stipulates strict management by requiring a whole-process supervision system and toughening penalties on producing and selling fake or substandard vaccines. The law was adopted after the third reading at a bimonthly session of the Standing Committee of the National People's Congress, which closed on June 29.

《疫苗管理法》堅(jiān)持以“最嚴(yán)謹(jǐn)?shù)臉?biāo)準(zhǔn)、最嚴(yán)格的監(jiān)管、最嚴(yán)厲的處罰、最嚴(yán)肅的問(wèn)責(zé)”的“四個(gè)最嚴(yán)”為立法宗旨，規(guī)定構(gòu)成違法犯罪依法從重追究刑事責(zé)任，罰款進(jìn)一步提高，如生產(chǎn)、銷(xiāo)售的疫苗屬于假藥的，最高罰款從相應(yīng)貨值金額30倍增加至50倍，屬于劣藥的，最高罰款從20倍增加至30倍。針對(duì)有嚴(yán)重違法行為的責(zé)任人員，也增加規(guī)定了行政拘留等懲罰。作為強(qiáng)化疫苗全程質(zhì)量監(jiān)管的一個(gè)最有效措施，《疫苗管理法》規(guī)定了國(guó)家實(shí)行疫苗全程電子追溯制度，由國(guó)務(wù)院的藥品監(jiān)督管理部門(mén)會(huì)同國(guó)務(wù)院的衛(wèi)生健康部門(mén)，制定統(tǒng)一的疫苗的追溯標(biāo)準(zhǔn)，還有相應(yīng)的規(guī)范。建立全國(guó)疫苗信息化追溯的協(xié)同平臺(tái)，整合疫苗生產(chǎn)、流通、預(yù)防接種相關(guān)信息，最終實(shí)現(xiàn)疫苗全程電子的可追溯。
