攜手抗擊疫情，深化金磚合作

各位同事，
Colleagues,

大家好！在全球抗疫的關(guān)鍵時(shí)刻，拉夫羅夫外長(zhǎng)倡議召開(kāi)此次外長(zhǎng)會(huì)，具有特殊重要意義。感謝俄方所做的大量工作。
Good evening. We are meeting at a crucial moment in the world’s battle with COVID-19. Such timing has given Minister Lavrov’s initiative to hold a BRICS Foreign Minister’s Meeting special significance. I wish to thank the Russian side for the tremendous work it has done to put this meeting together.

新冠肺炎疫情在全球多點(diǎn)暴發(fā)、快速蔓延，給各國(guó)人民生命健康帶來(lái)巨大威脅，對(duì)全球人員往來(lái)和世界經(jīng)濟(jì)造成嚴(yán)重沖擊，金磚五國(guó)也經(jīng)歷了嚴(yán)峻考驗(yàn)。在此，我首先代表中方，向奮戰(zhàn)在抗擊疫情一線的醫(yī)護(hù)人員致以崇高敬意，向在疫情中不幸遇難的人們表示沉痛哀悼，向新冠肺炎患者和他們的家庭致以誠(chéng)摯慰問(wèn)。我們相信，在五國(guó)領(lǐng)導(dǎo)人堅(jiān)強(qiáng)領(lǐng)導(dǎo)下，在五國(guó)人民團(tuán)結(jié)奮斗下，在國(guó)際社會(huì)大力支持下，我們一定能渡過(guò)難關(guān)，人類一定能戰(zhàn)勝病毒。
With its rapid spread in many parts of the world, COVID-19 has put lives and health of people around the world under grave threat, seriously disrupted the flow of people worldwide and the global economy, and posed a severe challenge to us BRICS countries. First of all, on behalf of the Chinese side, I wish to pay high tribute to the healthcare workers fighting at the front lines and express deep condolences over the lives lost to the virus. My heartfelt sympathies go to all the patients and their families. We are confident that under the firm stewardship of BRICS leaders, with the united, painstaking efforts of our peoples, and the strong support of the global community, we will overcome the difficulties, and mankind will defeat the virus.

面對(duì)疫情，是堅(jiān)持科學(xué)理性還是制造政治分歧？是加強(qiáng)跨國(guó)合作還是尋求脫鉤孤立？是推進(jìn)多邊協(xié)調(diào)還是奉行單邊主義？各方都需要對(duì)歷史交出自己的答卷。
The COVID-19 situation begs questions we all need to ponder. Should we let science and reason prevail or create political divisions, bolster cooperation across borders or isolate ourselves through decoupling, promote multilateral coordination or practice unilateralism? We all need to answer these questions in a way that stands the test of history.

金磚國(guó)家作為具有全球影響的新興大國(guó)代表，我們應(yīng)以人類福祉為根本，以公平正義為原則，作出正確的選擇，采取有力的行動(dòng)。這既是我們應(yīng)盡的責(zé)任和擔(dān)當(dāng)，也是五國(guó)人民和國(guó)際社會(huì)的共同期待。為此，我談幾點(diǎn)看法：
As representatives of major emerging countries with global influence, we BRICS countries must act in the interest of the well-being of humankind, and stand by justice and equity. We must make the right call and do the right thing. This is us living up to our due responsibilities. It is also what our peoples and the global community expect from us. To this end, I wish to propose the following.

第一，堅(jiān)持多邊主義，完善全球治理。突如其來(lái)的疫情再次告訴我們，各國(guó)利益緊密相連，人類命運(yùn)休戚與共。面對(duì)不分國(guó)界、不論民族的全球性挑戰(zhàn)，全球治理的重要性不是下降，而是上升了。我們同屬一個(gè)地球村，共有賴以生存的一個(gè)家園。推動(dòng)構(gòu)建人類命運(yùn)共同體應(yīng)當(dāng)是符合時(shí)代潮流的正確選擇。
First, we should uphold multilateralism and improve global governance. The sudden onslaught of COVID-19 reminds us once again that our interests are closely entwined and so are our futures. A challenge that respects no border and makes no distinction of ethnicity has only made global governance more important, not less. As we live in the same global village on planet Earth, building a community with a shared future for mankind is a right choice that meets the trend of our times.

后疫情時(shí)代的世界會(huì)是什么樣的？有人講，世界再也回不到從前了。中方的戰(zhàn)略判斷是，疫情不會(huì)改寫(xiě)和平與發(fā)展的時(shí)代主題，不會(huì)中斷多極化和全球化的歷史進(jìn)程，更無(wú)法阻擋人類追求文明與進(jìn)步的堅(jiān)定步伐。面對(duì)危機(jī)，我們必須兼顧當(dāng)務(wù)之急和長(zhǎng)遠(yuǎn)目標(biāo)，統(tǒng)籌本國(guó)利益和全球福祉，共同維護(hù)和平穩(wěn)定的國(guó)際環(huán)境，開(kāi)辟合作共贏的發(fā)展前景。
People wonder what the world would be like after COVID-19? Some have argued that the world will never be the same again. China’s strategic assessment is that COVID-19 will not change the theme of the times which remains peace and development; it will not cut short the historical trend toward multi-polarity and globalization, and still less will it deter humankind from its firm pursuit of civilization and progress. In a time of crisis, we must bear in mind both immediate needs and longer-term objectives and promote both our own interests and global well-being. We must work together to sustain a peaceful and stable international environment and foster brighter prospects for win-win progress.

我們要高舉多邊主義旗幟，捍衛(wèi)以聯(lián)合國(guó)為核心的國(guó)際體系，堅(jiān)守《聯(lián)合國(guó)憲章》的宗旨和原則。要倡導(dǎo)共商共建共享的治理觀，引領(lǐng)全球治理變革保持正確的方向。要維護(hù)金磚國(guó)家以及廣大新興市場(chǎng)和發(fā)展中國(guó)家的正當(dāng)權(quán)益和發(fā)展空間。
We must stand firm by multilateralism, by the UN-centered international system, and by the purposes and principles of the UN Charter. We need to champion the approach of consultation and cooperation for shared benefits in governance, take the lead in advancing global governance reform along the right direction. Through joint efforts, we will safeguard the legitimate rights and interests and space for development not just for ourselves but also for all other emerging market and developing countries.

我們要加強(qiáng)宏觀經(jīng)濟(jì)政策協(xié)調(diào)，從供給側(cè)和需求側(cè)同時(shí)發(fā)力，實(shí)施精準(zhǔn)有效的財(cái)政和貨幣政策，防衰退、穩(wěn)就業(yè)、保民生，促進(jìn)世界經(jīng)濟(jì)的穩(wěn)定。我們要在聯(lián)合國(guó)、二十國(guó)集團(tuán)等框架下保持協(xié)作，確保全球產(chǎn)業(yè)鏈供應(yīng)鏈安全順暢運(yùn)行，維護(hù)以世貿(mào)組織為基石的多邊貿(mào)易體系。我們要繼續(xù)推動(dòng)將發(fā)展問(wèn)題置于全球宏觀框架的核心位置，加快落實(shí)2030年可持續(xù)發(fā)展議程。
We need to enhance coordination on macro economic policies, and take well-focused fiscal and monetary measures on both sides of supply and demand in an effort to curb recession, create jobs, protect livelihoods and stabilize the global economy. We need to sustain coordination in the UN, the G20 and other multilateral frameworks to keep up secure and smooth functioning of global industrial and supply chains, and defend the multilateral trading regime with the WTO as the cornerstone. We should continue to work for making development the centerpiece of the global macro policy agenda, and expedite the delivery of the 2030 Agenda for Sustainable Development.

第二，堅(jiān)持同舟共濟(jì)，攜手戰(zhàn)勝疫情。在習(xí)近平主席親自指揮、親自部署下，中國(guó)政府和中國(guó)人民堅(jiān)定信心、同舟共濟(jì)、科學(xué)防治、精準(zhǔn)施策，打響了一場(chǎng)抗擊疫情的人民戰(zhàn)爭(zhēng)。我們從一開(kāi)始就堅(jiān)持公開(kāi)、透明的態(tài)度，始終把人民群眾的健康安全放在第一位。我們第一時(shí)間對(duì)外通報(bào)疫情，分享病毒基因序列，堅(jiān)持早發(fā)現(xiàn)、早報(bào)告、早隔離、早治療的“四早”要求和集中患者、集中專家、集中資源、集中救治的“四集中”原則，付出艱辛努力，作出巨大犧牲，切斷了疫情在本土的傳播，阻遏了病毒在國(guó)際上的擴(kuò)散，為全球疫情防控積累了有益經(jīng)驗(yàn)，提振了必勝信心。
Second, we should come together in the spirit of partnership to jointly combat COVID-19. Under the personal leadership and direction of President Xi Jinping, the Chinese government and people have fought a people’s war against COVID-19. We have acted according to the principle of shoring up confidence, strengthening unity, ensuring science-based control and taking targeted measures. We have all along been open and transparent, and put people’s health and safety front and center. We reported the infected cases and shared the genetic sequencing of the virus at the earliest possible time. Under the requirement of early detection, reporting, quarantine and treatment, we concentrated the best human and material resources on treating patients with severe conditions.With extraordinary efforts and sacrifices, we stemmed the spread of the virus at home, and curbed its spread to other parts of the world, providing useful experience for global response and boosting confidence in defeating the virus.

患難見(jiàn)真情。在中國(guó)抗疫最艱難的時(shí)刻，包括金磚國(guó)家在內(nèi)的國(guó)際社會(huì)給予了我們寶貴支持。這份情誼我們永遠(yuǎn)銘記。隨著疫情在全球蔓延，中方正在盡己所能為有需要的國(guó)家提供幫助。金磚國(guó)家是我們的重要伙伴，盡管當(dāng)前中國(guó)國(guó)內(nèi)還有很大需求，國(guó)際采購(gòu)壓力與日俱增，我們還是為金磚各國(guó)提供了大量防疫物資，為金磚國(guó)家暢通醫(yī)療物資的采購(gòu)渠道。這些行動(dòng)充分體現(xiàn)了中方對(duì)金磚國(guó)家的高度重視。守望相助，共克時(shí)艱，這正是金磚精神的核心要義。
A friend in need is a friend indeed. At the toughest moment in our fight against the disease, fellow BRICS countries and the rest of the global community extended valuable support to us. We will never forget such acts of friendship. As the virus hits more countries around the world, China is doing everything it can to help those in need. We take BRICS countries as our important partners. In spite of substantial demand at home and growing pressures to meet foreign orders, China has provided a large amount of medical supplies to fellow BRICS countries, and facilitated the purchase of such supplies through commercial channels. We do all these because we highly value our relations with the fellow BRICS countries. As we see it, looking out for each other in trying times is what the BRICS spirit is all about.

下一步中方愿在尊重彼此主權(quán)和國(guó)情的前提下與金磚國(guó)家加強(qiáng)疫情信息分享，深入交流抗疫經(jīng)驗(yàn)，有效開(kāi)展藥物和疫苗研發(fā)合作。金磚國(guó)家之間人員往來(lái)眾多，要一視同仁保護(hù)好各國(guó)僑民和留學(xué)生的健康安全。我相信，只要大家攜手同心，就一定能筑起抗擊疫情的銅墻鐵壁！
Going forward, China is ready to step up the sharing of information and experience with BRICS countries and conduct joint research and development of drugs and vaccines on the basis of respecting each other’s sovereignty and national conditions. Given the close personnel exchanges among us, we should provide equal protection to the foreign nationals, including students, in each other’s countries. I am confident that, by working together in solidarity, we will forge an ironclad shield against the virus.

第三，堅(jiān)持團(tuán)結(jié)協(xié)作，凝聚強(qiáng)大合力。習(xí)近平主席指出，病毒是人類的共同敵人，國(guó)際社會(huì)只有團(tuán)結(jié)協(xié)作，才能戰(zhàn)而勝之。同處地球村，一家失了火，遠(yuǎn)親近鄰都不可能獨(dú)善其身。只有所有國(guó)家疫情都得到控制，這場(chǎng)戰(zhàn)“疫”的勝利才能穩(wěn)固。
Third, we should uphold unity and coordination to forge a powerful synergy. President Xi Jinping stated that the virus is a common enemy of humanity and can only be defeated when we all pitch in. Living in a global village, no one could stay safe when others’ houses catch fire. Likewise, in fighting COVID-19, victory can only be secured when the virus is brought under control in all countries.

中方積極開(kāi)展國(guó)際抗疫合作的初衷，是因?yàn)槲覀冏陨斫?jīng)歷疫情肆虐后，對(duì)各國(guó)人民當(dāng)前的困難感同身受。是因?yàn)槲覀円庾R(shí)到，只有在全球范圍內(nèi)消滅疫情，中國(guó)人民的健康和安全才能得到更好保障。中方出于人道主義精神施以援手，從來(lái)沒(méi)有意識(shí)形態(tài)考量，從不尋求任何地緣政治私利。
The fact that China has been a strong force behind international anti-epidemic cooperation is because our own experience has made us fully empathetic with other peoples suffering from similar difficulties. We understand that only when COVID-19 is uprooted in the global sphere, can the health and safety of the Chinese people be better protected. China’s readiness to help is inspired by humanitarianism; it has no ideological agenda, and is still less driven by selfish geopolitical interests.

各國(guó)都在根據(jù)自身國(guó)情開(kāi)展有針對(duì)性的疫情防控，中方認(rèn)為應(yīng)相互理解和尊重各國(guó)做出的努力，相互交流和借鑒有益的經(jīng)驗(yàn)?？挂呷缤然?，時(shí)間就是生命。國(guó)際社會(huì)不應(yīng)當(dāng)讓指責(zé)和推諉分散我們合作抗疫的精力，更不應(yīng)容許政治化、污名化的行為制造新的矛盾和分歧。中方歡迎古特雷斯秘書(shū)長(zhǎng)實(shí)現(xiàn)全球停火的倡議，呼吁沖突各方放下手中的武器，形成全球團(tuán)結(jié)抗疫的最大合力。
As countries battle the disease in light of their own situations, China calls for mutual understanding and respect for these efforts, and sharing and learning from each other’s experience. Fighting COVID-19 is like putting out fire. Every minute counts when life is at stake. The global community should never be distracted in its collaborative response by finger-pointing or the blame game, still less should we allow new tensions and divisions to be created as a result of politicization or stigmatization. China welcomes the appeal by UN Secretary-General Guterres for a global ceasefire. We call on all parties in conflict to lay down their weapons and form the biggest possible synergy in a worldwide, united response to COVID-19.

金磚國(guó)家應(yīng)該支持聯(lián)合國(guó)各機(jī)構(gòu)為抗擊疫情發(fā)揮應(yīng)有作用。世界衛(wèi)生組織是協(xié)調(diào)推進(jìn)全球抗疫合作的核心力量，在幫助廣大發(fā)展中國(guó)家尤其是非洲兄弟姐妹抗擊疫情方面更是不可或缺。支持世衛(wèi)組織，就能挽救更多生命，就能治療更多病患，就能更有效應(yīng)對(duì)病毒，就能凝聚起全球抗疫力量。在人類與病毒抗?fàn)幍年P(guān)鍵時(shí)刻，任何削弱世衛(wèi)組織的權(quán)威、阻礙世衛(wèi)組織發(fā)揮作用的作法都是不合時(shí)宜的，也不會(huì)得到國(guó)際社會(huì)的支持。中方在按時(shí)足額交納世衛(wèi)組織會(huì)費(fèi)的同時(shí)，已向世衛(wèi)組織捐助2000萬(wàn)美元，前幾天我們又再向世衛(wèi)組織捐款3000萬(wàn)美元，希望更多用于解救發(fā)展中國(guó)家的緊急需求。我們還將向聯(lián)合國(guó)全球人道應(yīng)對(duì)計(jì)劃捐款，并在力所能及范圍內(nèi)減輕非洲國(guó)家債務(wù)負(fù)擔(dān)，協(xié)助當(dāng)?shù)靥岣邞?yīng)對(duì)疫情能力。針對(duì)這次危機(jī)暴露出的短板和不足，我們還應(yīng)推動(dòng)完善全球公共衛(wèi)生治理，提升其在國(guó)際議程中的位置，打造人類衛(wèi)生健康共同體。
We the BRICS countries must support UN bodies in playing their due roles in fighting COVID-19. The World Health Organization (WHO) is a central force in coordinating the global response, and is indispensable for helping developing countries, especially our African brothers and sisters, in fighting the disease. Supporting the WHO helps us save more lives, treat more patients; it enables a more effective response against the virus and is conducive to pooling global strength. At a crucial moment in humanity’s joint fight against the virus, any attempt to undercut the WHO’s authority and obstruct its role will be most ill-timed and will find no support in the international community. On top of paying its assessed contributions to the WHO on time and in full, China donated US$20 million to the WHO, and this was followed by another donation of US$30 million announced just a few days ago. Hopefully most of these funds will be used for addressing the urgent needs of developing countries. We will also provide financial support to the UN’s Global Humanitarian Response Plan, and do everything within our capacity to lessen the debt burden on African countries and assist them in boosting anti-epidemic capacity. In view of the weaknesses and inadequacies exposed during this crisis, we also need to enhance global public health governance, make it a higher priority on the international agenda, and work together to build a community of health for all.

第四，堅(jiān)持開(kāi)拓進(jìn)取，深化金磚合作。金磚各領(lǐng)域合作難免受到疫情影響，但不應(yīng)停步不前。我們要勇敢迎接挑戰(zhàn)，學(xué)會(huì)化危為機(jī)。中方愿同各方一道，積極支持俄方作為主席國(guó)開(kāi)展工作。中方也支持俄方制定《金磚國(guó)家經(jīng)濟(jì)伙伴戰(zhàn)略2025》的倡議。我們要重視線上辦公、線上購(gòu)物等迅速發(fā)展的新業(yè)態(tài)，圍繞打造新工業(yè)革命伙伴關(guān)系，開(kāi)發(fā)新的合作模式，挖掘新的合作潛能。我們要充分發(fā)揮新開(kāi)發(fā)銀行和應(yīng)急儲(chǔ)備安排作用，為五國(guó)經(jīng)濟(jì)運(yùn)行提供穩(wěn)健的金融支撐。新開(kāi)發(fā)銀行擴(kuò)員已經(jīng)取得積極進(jìn)展，要爭(zhēng)取圣彼得堡會(huì)晤前明確首批新成員。我們還要繼續(xù)加強(qiáng)人文交流，在五國(guó)間架起堅(jiān)實(shí)的民心之橋。
Fourth, we should keep forging ahead with BRICS cooperation. COVID-19 may impact our cooperation in various areas, yet such cooperation should not come to a halt. We must rise to the challenge and turn crisis into opportunity. China will work with all BRICS members to actively support Russia’s Chairmanship. China also supports Russia’s initiative to formulate a Strategy for BRICS Economic Partnership 2025. We must pay high attention to the booming new forms of business, like teleworking and online shopping, and devise new models of cooperation and discover new potential of cooperation as we develop the BRICS Partnership on New Industrial Revolution (PartNIR). We need to make full use of the New Development Bank (NDB) and the Contingent Reserve Arrangement to provide sturdy financial support to our economies. The NDB has made good progress in its membership enlargement. We should work toward identifying the first group of new members before the St Petersburg Summit. We must also continue to enhance people-to-people exchanges to build solid bridges of friendship among our peoples.
