新華社北京9月26日電 中共中央總書(shū)記、國(guó)家主席、中央軍委主席習(xí)近平近日就深入推進(jìn)自由貿(mào)易試驗(yàn)區(qū)建設(shè)作出重要指示指出，建設(shè)自由貿(mào)易試驗(yàn)區(qū)是黨中央在新時(shí)代推進(jìn)改革開(kāi)放的重要戰(zhàn)略舉措。十年來(lái)，各自貿(mào)試驗(yàn)區(qū)貫徹落實(shí)黨中央決策部署，解放思想、守正創(chuàng)新，推出了一大批基礎(chǔ)性、開(kāi)創(chuàng)性改革開(kāi)放舉措，形成了許多標(biāo)志性、引領(lǐng)性制度創(chuàng)新成果，有效發(fā)揮了改革開(kāi)放綜合試驗(yàn)平臺(tái)作用。

習(xí)近平強(qiáng)調(diào)，新征程上，要在全面總結(jié)十年建設(shè)經(jīng)驗(yàn)基礎(chǔ)上，深入實(shí)施自貿(mào)試驗(yàn)區(qū)提升戰(zhàn)略，勇做開(kāi)拓進(jìn)取、攻堅(jiān)克難的先鋒，在更廣領(lǐng)域、更深層次開(kāi)展探索，努力建設(shè)更高水平自貿(mào)試驗(yàn)區(qū)。要堅(jiān)持黨的全面領(lǐng)導(dǎo)，堅(jiān)持以高水平開(kāi)放為引領(lǐng)、以制度創(chuàng)新為核心，統(tǒng)籌發(fā)展和安全，高標(biāo)準(zhǔn)對(duì)接國(guó)際經(jīng)貿(mào)規(guī)則，深入推進(jìn)制度型開(kāi)放，加強(qiáng)改革整體謀劃和系統(tǒng)集成，推動(dòng)全產(chǎn)業(yè)鏈創(chuàng)新發(fā)展，讓自貿(mào)試驗(yàn)區(qū)更好發(fā)揮示范作用。

自貿(mào)試驗(yàn)區(qū)建設(shè)十周年座談會(huì)9月26日在京召開(kāi)。中共中央政治局委員、國(guó)務(wù)院副總理何立峰在會(huì)上傳達(dá)習(xí)近平重要指示并講話，表示要認(rèn)真學(xué)習(xí)、深刻領(lǐng)會(huì)習(xí)近平總書(shū)記重要指示精神，全面總結(jié)自貿(mào)試驗(yàn)區(qū)建設(shè)經(jīng)驗(yàn)，深入實(shí)施自貿(mào)試驗(yàn)區(qū)提升戰(zhàn)略，繼續(xù)轉(zhuǎn)換觀念，強(qiáng)化保障舉措，統(tǒng)籌發(fā)展和安全，制度創(chuàng)新要力爭(zhēng)有新突破，促進(jìn)開(kāi)放要有新拓展，謀劃發(fā)展要有新提高，努力建設(shè)更高水平自貿(mào)試驗(yàn)區(qū)。

座談會(huì)上，商務(wù)部負(fù)責(zé)同志匯報(bào)了自貿(mào)試驗(yàn)區(qū)十年建設(shè)情況，財(cái)政部、中國(guó)人民銀行、海關(guān)總署和上海、天津、福建、遼寧、四川、廣西負(fù)責(zé)同志作了發(fā)言。

中央和國(guó)家機(jī)關(guān)有關(guān)部門(mén)、21個(gè)自貿(mào)試驗(yàn)區(qū)所在省區(qū)市負(fù)責(zé)同志等參加座談會(huì)。

Xi stresses building higher-level pilot free trade zones

Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, Chinese president and chairman of the Central Military Commission, has recently delivered instructions on advancing the development of pilot free trade zones (FTZs). He pointed out that building pilot FTZs is an important strategic move of the CPC Central Committee to promote reform and opening up in the new era. Over the past decade, each pilot FTZ has followed the decisions and arrangements of the CPC Central Committee, emancipated mind, upheld fundamental principles and broken new ground in launching a large number of fundamental and pioneering reform and opening-up measures, making many iconic and groundbreaking achievements in institutional innovation. They have effectively played their role as a comprehensive experimental platform for reform and opening up.

Xi stressed that on the new journey, it is necessary to implement the strategy of improving pilot FTZs on the basis of comprehensively summarizing the 10-year experience on their development. He called for being a pioneer to forge ahead and overcome difficulties, explore in a wider field and at a deeper level, and strive to build higher-level pilot FTZs. To enable pilot FTZs to better play an exemplary role, it is essential for them to uphold overall Party leadership, pursue high-level opening up as the guidance and institutional innovation as the core, coordinate development and security, align domestic rules with international economic and trade rules by high standards, further promote institutional opening-up, strengthen overall planning and systematic integration of reform, and promote innovative development of the entire industrial chain.

A seminar was held in Beijing on Sept. 26 to mark the 10th anniversary of the establishment of China's first pilot FTZ. He Lifeng, a member of the Political Bureau of the CPC Central Committee and vice premier, read out Xi's important instructions and delivered a speech. He said that it is imperative to study and thoroughly understand General Secretary Xi's important instructions, comprehensively summarize the experience gained from the development of pilot FTZs, and implement the strategy to upgrade the standards of them. He emphasized the need to continuously update thinking, intensify guarantees, and coordinate development and security. He added that new breakthroughs should be made in institutional innovation, the opening up policy should be expanded to new areas, and new progress should be made in making plans for development, so as to build higher-level pilot FTZs.

At the seminar, a leading official of the Ministry of Commerce reported on the development of pilot FTZs in the past 10 years, and those who delivered speeches include officials from the Ministry of Finance, the People's Bank of China, the General Administration of Customs, and Shanghai and Tianjin municipalities, Fujian, Liaoning and Sichuan provinces, and Guangxi Zhuang Autonomous Region.

Leading officials of relevant central Party and government departments and those from the provinces, autonomous regions and municipalities where the 21 pilot FTZs are located attended the seminar.
