Chinese President Xi Jinping announced Monday China is to join the UN capability readiness system, and set up a permanent peacekeeping force of 8000 troops. Xi made the remarks when addressing the annual high-level general debate of the 70th session of the United Nations General Assembly at the UN headquarters in New York.
9月28日，中國主席習(xí)近平宣布中國將加入聯(lián)合國維和能力待命機制，并建設(shè)8000人規(guī)模的維和待命部隊，習(xí)近平主席在紐約第70屆聯(lián)合國大會一般性辯論上的講話中發(fā)表了上述言論。

聯(lián)合國大會（United Nations General Assembly）是聯(lián)合國主要的審議機構(gòu)（main deliberative organ），由聯(lián)合國全體193個會員國共同組成。大會每年9月至12月舉行一屆常會（regular session），常會通常分為兩個階段，前段為“一般性辯論”（general debate）階段，后段為大會審議列入議程的各項議題階段。在一般性辯論中，聯(lián)合國各會員國可就廣泛的國際問題（international issues）發(fā)表各自看法。

一般性辯論通常不間斷進行9天，但實際上，一般只需要7天的時間就足夠讓所有的發(fā)言者完成發(fā)言。聯(lián)大建議一般性辯論期間所有發(fā)言者自愿把時間控制在15分鐘以內(nèi)。今年聯(lián)大一般性辯論的主題是“聯(lián)合國成立70年——一個新的行動承諾”（the United Nations at 70 -- a new commitment to action）。

以下是習(xí)近平聯(lián)大一般性辯論發(fā)言的要點：

—China will join the new UN Peacekeeping Capability Readiness System and has thus decided to take the lead in setting up a permanent peacekeeping police squad and build a peacekeeping standby force of 8,000 troops.
中國將加入新的聯(lián)合國維和能力待命機制，決定為此率先組建常備成建制維和警隊，并建設(shè)8000人規(guī)模的維和待命部隊。

—China would provide $100 million in military assistance to the African Union in the next five years to support the establishment of an African standby force and to boost its capacity for crisis response.
中國決定在未來5年內(nèi)，向非盟提供總額為1億美元的無償軍事援助，以支持非洲常備軍和危機應(yīng)對快速反應(yīng)部隊建設(shè)。

—China will never seek hegemony, expansionism or a sphere of influence.
中國永不稱霸、永不擴張、永不謀求勢力范圍。

—China welcomes other countries to board China's express train to realize common development.
中國歡迎各國搭乘中國發(fā)展“順風(fēng)車”，一起來實現(xiàn)共同發(fā)展。

—Xi urged developed countries to realize their emission-cutting promise and help developing countries deal with climate change.
習(xí)近平敦促發(fā)達國家兌現(xiàn)減排承諾，并幫助發(fā)展中國家減緩和適應(yīng)氣候變化。

—Lessons have to be drawn from the World War II history so as to avoid repeat of past mistake.
從二戰(zhàn)中吸取教訓(xùn)，以免重蹈覆轍。

—China announced a decision to establish a 10-year, 1 billion US dollar China-UN peace and development fund to support the UN's work.
中國宣布決定設(shè)立為期10年、總額10億美元的中國－聯(lián)合國和平與發(fā)展基金，支持聯(lián)合國工作。
