A pilot program for a national park system will help increase the integrity, connectivity and coordination of the habitats of the three endangered animal species in China, according to a statement released after a meeting of the Central Leading Group for Comprehensively Deepening Reforms.
中央全面深化改革領(lǐng)導(dǎo)小組會(huì)議指出，國(guó)家公園體制試點(diǎn)有利于增強(qiáng)大熊貓、東北虎豹棲息地的聯(lián)通性、協(xié)調(diào)性、完整性。

此次決定建立國(guó)家公園體制（national park system）試點(diǎn)保護(hù)的大熊貓（giant pandas）、東北虎（Siberian tigers）和東北豹（Amur leopards）都屬于全世界最瀕危的物種（world's most endangered species）。

根據(jù)世界自然基金會(huì)（World Wildlife Fund，WWF）網(wǎng)站的分類(lèi)，不同物種的保護(hù)狀態(tài)（conservation status）由輕到重大致分為以下幾種：無(wú)危物種（least concern）、近危物種（near threatened）、易危物種（vulnerable）、瀕危物種（endangered）、極危物種（critically endangered）。大熊貓和東北虎豹都屬于極危物種。

開(kāi)展國(guó)家公園體制試點(diǎn)，將推動(dòng)整體保護(hù)、系統(tǒng)修復(fù)，實(shí)現(xiàn)種群穩(wěn)定繁衍（to promote the overall protection and systematic restoration of the habitats of the three species to ensure their stable breeding）。要統(tǒng)籌生態(tài)保護(hù)和經(jīng)濟(jì)社會(huì)發(fā)展、國(guó)家公園建設(shè)和保護(hù)地體系完善，在統(tǒng)一規(guī)范管理、建立財(cái)政保障、明確產(chǎn)權(quán)歸屬、完善法律制度等方面取得實(shí)質(zhì)性突破（The country will coordinate the development of the national park system and the endangered animal reserves and make breakthroughs in establishing fiscal support and improving the legal system）。
