12月3日上午，第四屆世界互聯(lián)網(wǎng)大會(huì)在浙江省烏鎮(zhèn)開幕。本屆大會(huì)的主題是“發(fā)展數(shù)字經(jīng)濟(jì) 促進(jìn)開放共享——攜手共建網(wǎng)絡(luò)空間命運(yùn)共同體”（Developing digital economy for openness and shared benefits -- building a community of?shared future in cyberspace）。

中國(guó)國(guó)家主席習(xí)近平發(fā)來賀信，代表中國(guó)政府和中國(guó)人民，并以他個(gè)人的名義，向大會(huì)的召開致以熱烈的祝賀，向出席會(huì)議的各國(guó)代表、國(guó)際機(jī)構(gòu)負(fù)責(zé)人和專家學(xué)者、企業(yè)家等各界人士表示誠(chéng)摯的歡迎，希望大家集思廣益、增進(jìn)共識(shí)，深化互聯(lián)網(wǎng)和數(shù)字經(jīng)濟(jì)交流合作，讓互聯(lián)網(wǎng)發(fā)展成果更好造福世界各國(guó)人民。

習(xí)近平在賀信中指出，全球互聯(lián)網(wǎng)治理體系變革進(jìn)入關(guān)鍵時(shí)期，構(gòu)建網(wǎng)絡(luò)空間命運(yùn)共同體日益成為國(guó)際社會(huì)的廣泛共識(shí)。我們倡導(dǎo)“四項(xiàng)原則”、“五點(diǎn)主張”，就是希望同國(guó)際社會(huì)一道，尊重網(wǎng)絡(luò)主權(quán)，發(fā)揚(yáng)伙伴精神，大家的事由大家商量著辦，做到發(fā)展共同推進(jìn)、安全共同維護(hù)、治理共同參與、成果共同分享。

這里提到的“四項(xiàng)原則”、“五點(diǎn)主張”是習(xí)近平2015年12月16日在第二屆世界互聯(lián)網(wǎng)大會(huì)開幕式講話中首次提出的。

“四項(xiàng)原則”指推進(jìn)全球互聯(lián)網(wǎng)治理體系變革應(yīng)該堅(jiān)持的原則：

尊重網(wǎng)絡(luò)主權(quán)

維護(hù)和平安全
Maintain peace and security

促進(jìn)開放合作

“五點(diǎn)主張”是習(xí)近平就構(gòu)建網(wǎng)絡(luò)空間命運(yùn)共同體（building a community of shared future in cyberspace）提出的主張：

加快全球網(wǎng)絡(luò)基礎(chǔ)設(shè)施建設(shè)，促進(jìn)互聯(lián)互通。
Speed up the building of global internet infrastructure and promote interconnectivity.

打造網(wǎng)上文化交流共享平臺(tái)，促進(jìn)交流互鑒。
Build an online platform for cultural exchange and mutual learning.

The development of the internet has posed many new challenges for the sovereignty, security, and development interests of the world's countries. Building a community of shared future in cyberspace has increasingly become the widespread common understanding of international society.

我們希望與國(guó)際社會(huì)一道，尊重網(wǎng)絡(luò)主權(quán)，發(fā)揚(yáng)伙伴精神，大家的事由大家商量著辦，做到發(fā)展共同推進(jìn)、安全共同維護(hù)、治理共同參與、成果共同分享。
China hopes to work with the international community to respect cyberspace sovereignty and carry forward the spirit of partnership to commonly advance development, safeguard security, participate in governance, and share the benefits.

2016年11月16日，習(xí)近平在第三屆世界互聯(lián)網(wǎng)大會(huì)開幕式上通過視頻發(fā)表講話：

互聯(lián)網(wǎng)發(fā)展是無國(guó)界、無邊界的，利用好、發(fā)展好、治理好互聯(lián)網(wǎng)必須深化網(wǎng)絡(luò)空間國(guó)際合作，攜手構(gòu)建網(wǎng)絡(luò)空間命運(yùn)共同體。
The development of the internet knows no national or sectoral boundaries. The sound use, development and governance of the internet thus calls for closer international cooperation, and joint efforts to build a community of shared future in cyberspace.

中國(guó)愿同國(guó)際社會(huì)一道，堅(jiān)持以人類共同福祉為根本，堅(jiān)持網(wǎng)絡(luò)主權(quán)理念，推動(dòng)全球互聯(lián)網(wǎng)治理朝著更加公正合理的方向邁進(jìn)，推動(dòng)網(wǎng)絡(luò)空間實(shí)現(xiàn)平等尊重、創(chuàng)新發(fā)展、開放共享、安全有序的目標(biāo)。
China will work together with the international community to ensure the common well-being of humanity, uphold cyber sovereignty, promote more fair and equitable global internet governance, and bring about an open, inclusive and secure cyberspace that features equality, mutual respect, innovation and orderly development.

2015年12月16日，習(xí)近平在第二屆世界互聯(lián)網(wǎng)大會(huì)開幕式上的講話：

網(wǎng)絡(luò)空間是人類共同的活動(dòng)空間，網(wǎng)絡(luò)空間前途命運(yùn)應(yīng)由世界各國(guó)共同掌握。各國(guó)應(yīng)該加強(qiáng)溝通、擴(kuò)大共識(shí)、深化合作，共同構(gòu)建網(wǎng)絡(luò)空間命運(yùn)共同體。
Cyberspace is the common space of activities for mankind. The future of cyberspace should be in the hands of all countries. Countries should start up communications, broaden consensus and deepen cooperation, to jointly build a community of shared future in cyberspace.

2014年11月19日，習(xí)近平向首屆世界互聯(lián)網(wǎng)大會(huì)致賀詞：

互聯(lián)網(wǎng)真正讓世界變成了地球村，讓國(guó)際社會(huì)越來越成為你中有我、我中有你的命運(yùn)共同體。同時(shí)，互聯(lián)網(wǎng)發(fā)展對(duì)國(guó)家主權(quán)、安全、發(fā)展利益提出了新的挑戰(zhàn)，迫切需要國(guó)際社會(huì)認(rèn)真應(yīng)對(duì)、謀求共治、實(shí)現(xiàn)共贏。
The internet has turned the world into a global village and made the international community a highly interdependent community of common destiny. Meanwhile, the development of the Internet has posed new challenges to national sovereignty, security and development interests, which requires the international community to meet urgently and seriously and pursue common governance and win-win outcome.
