Xi said that China and Africa have embarked on a distinctive path of win-win cooperation.

Africa's development has great potential and the continent is full of hope. China-Africa friendship and cooperation have broad vistas, and China and Africa can forge an even stronger comprehensive strategic and cooperative partnership, Xi said.
非洲發(fā)展不可限量，非洲未來(lái)充滿希望，中非友好合作前景廣闊，中非全面戰(zhàn)略合作伙伴關(guān)系發(fā)展大有可為！

China values sincerity, friendship and equality in pursuing cooperation. The over 1.3 billion Chinese people have been with the over 1.2 billion African people in pursuing a shared future, he said.
中國(guó)在合作中堅(jiān)持真誠(chéng)友好、平等相待。13億多中國(guó)人民始終同12億多非洲人民同呼吸、共命運(yùn)。

The country follows a "five-no" approach in its relations with Africa: no interference in African countries' pursuit of development paths that fit their national conditions; no interference in African countries' internal affairs; no imposition of China's will on African countries; no attachment of political strings to assistance to Africa; and no seeking of selfish political gains in investment and financing cooperation with Africa, Xi said. "No one could undermine the great unity between the Chinese people and the African people."
中國(guó)在處理非洲事務(wù)時(shí)堅(jiān)持做到“五不”，即：不干預(yù)非洲國(guó)家探索符合國(guó)情的發(fā)展道路，不干涉非洲內(nèi)政，不把自己的意志強(qiáng)加于人，不在對(duì)非援助中附加任何政治條件，不在對(duì)非投資融資中謀取政治私利。任何人都不能破壞中非人民的大團(tuán)結(jié)！

China pursues common interests and puts friendship first in cooperation. China believes the sure way to boost China-Africa cooperation is for both sides to leverage their respective strengths and for China to complement Africa's development through its own growth, and for both sides to pursue win-win cooperation and common development, Xi said. "No one could hold back the Chinese people or the African people as we march toward rejuvenation."

China takes a people-oriented approach in pursuing practical cooperation with efficiency. With top priority given to the interests of the Chinese and African peoples, China advances its cooperation with Africa to improve the wellbeing of Chinese and African peoples and deliver more benefits to them. "We will fully honor the promises we have made to our African brothers," Xi said. "No one could, out of their imagination or assumption, deny the remarkable achievements made in China-Africa cooperation."

China takes an open and inclusive approach to cooperation. China stands ready to work with other international partners to support Africa in pursuing peace and development, Xi said. "No one could stand in the way or obstruct international efforts to support Africa's development."

反對(duì)保護(hù)主義、單邊主義

Xi said China will resolutely safeguard an open world economy and the multilateral trade system, while rejecting protectionism and unilateralism.
中國(guó)堅(jiān)定維護(hù)開放型世界經(jīng)濟(jì)和多邊貿(mào)易體制，反對(duì)保護(hù)主義、單邊主義。

Facing uncertainty and unpredictability in global growth, China will remain committed to opening-up and grow an open economy for win-win cooperation, said Xi.
面對(duì)世界經(jīng)濟(jì)增長(zhǎng)的不穩(wěn)定性不確定性，中國(guó)堅(jiān)持走開放融通、合作共贏之路。

"Anyone who isolates himself on an island has no future," said Xi.

"China takes it as its mission to make new and even greater contribution to mankind," Xi said.

Xi said China is ready to work with international partners in building the Belt and Road.

China will also get actively involved in global governance and stay committed to the vision of consultation, cooperation and benefit for all in global governance, Xi said.

Moreover, China will remain committed to opening-up, according to Xi.

"We firmly believe that peace and development are the theme and the call of the times," said Xi, urging the international community to respond to that call with solidarity, wisdom, courage and a sense of mission.

Building a stronger China-Africa community with a shared future will set a model for the building of a community with a shared future for humanity, Xi said.

Xi called for the building of a China-Africa community with a shared future that assumes joint responsibility. China and Africa should increase political dialogue and policy communication at various levels, enhance mutual understanding and support on issues involving each other's core interests and major concerns, and boost coordination on major international and regional issues, said Xi.
攜手打造責(zé)任共擔(dān)的中非命運(yùn)共同體。我們要擴(kuò)大各層級(jí)政治對(duì)話和政策溝通，加強(qiáng)在涉及彼此核心利益和重大關(guān)切問(wèn)題上的相互理解和支持，密切在重大國(guó)際和地區(qū)問(wèn)題上的協(xié)作配合。

Xi called for the building of a China-Africa community with a shared future that pursues win-win cooperation. He called for the alignment of the Belt and Road construction with the implementation of the African Union's Agenda 2063 and the United Nations' 2030 Agenda for Sustainable Development as well as the development strategies of various African countries.

Xi called for the building of a China-Africa community with a shared future that delivers happiness for all. The two sides should make the enhancing of people's livelihoods the foundation of developing China-Africa relationship, Xi said, adding that China will do more to help Africa alleviate poverty, increase employment and income, and better the lives of its people.

Xi called for the building of a China-Africa community with a shared future that enjoys cultural prosperity. He called on the two sides to enhance exchanges, mutual learning and harmonious co-existence of Chinese and African civilizations, and expand personnel exchanges on culture and art, education and sports, think tanks and media, as well as women and youth.

Xi called for the building of a China-Africa community with a shared future that ensures common security. China champions a new vision of security featuring common, comprehensive, cooperative and sustainable security, and will firmly support African countries and the African Union as well as other regional organizations in Africa in solving African issues in the African way, said Xi.
攜手打造安全共筑的中非命運(yùn)共同體。中國(guó)主張共同、綜合、合作、可持續(xù)的新安全觀，堅(jiān)定支持非洲國(guó)家和非洲聯(lián)盟等地區(qū)組織以非洲方式解決非洲問(wèn)題。

Xi called for the building of a China-Africa community with a shared future that promotes harmony between man and nature. He said China will strengthen exchange and cooperation with Africa on climate change, clean energy, prevention and control of desertification and soil erosion, as well as the protection of wild animals and plants.
攜手打造和諧共生的中非命運(yùn)共同體。中國(guó)愿同非洲加強(qiáng)在應(yīng)對(duì)氣候變化、應(yīng)用清潔能源、防控荒漠化和水土流失、保護(hù)野生動(dòng)植物等生態(tài)環(huán)保領(lǐng)域交流合作。

八大行動(dòng)

中國(guó)愿以打造新時(shí)代更加緊密的中非命運(yùn)共同體為指引，在推進(jìn)中非“十大合作計(jì)劃”基礎(chǔ)上，同非洲國(guó)家密切配合，未來(lái)3年和今后一段時(shí)間重點(diǎn)實(shí)施“八大行動(dòng)”：

On industrial promotion, Xi said a China-Africa economic and trade expo will be set up in China and Chinese companies are encouraged to increase investment in Africa. China will carry out 50 agricultural assistance programs, provide emergency humanitarian food aid amounting to 1 billion yuan (147 million US dollars) to African countries affected by natural disasters, and send 500 senior agricultural experts to Africa.
一是實(shí)施產(chǎn)業(yè)促進(jìn)行動(dòng)。中國(guó)決定在華設(shè)立中國(guó)—非洲經(jīng)貿(mào)博覽會(huì)；鼓勵(lì)中國(guó)企業(yè)擴(kuò)大對(duì)非投資；實(shí)施50個(gè)農(nóng)業(yè)援助項(xiàng)目，向非洲受災(zāi)國(guó)家提供10億元人民幣緊急人道主義糧食援助，向非洲派遣500名高級(jí)農(nóng)業(yè)專家。

On infrastructure connectivity, Xi said China will work with the African Union to formulate a China-Africa infrastructure cooperation plan and support Chinese companies in taking part in Africa's infrastructure development by way of investment-construction-operation or through other models.
二是實(shí)施設(shè)施聯(lián)通行動(dòng)。中國(guó)決定和非洲聯(lián)盟啟動(dòng)編制《中非基礎(chǔ)設(shè)施合作規(guī)劃》；支持中國(guó)企業(yè)以投建營(yíng)一體化等模式參與非洲基礎(chǔ)設(shè)施建設(shè)。

On trade facilitation, Xi said China will increase imports, especially non-resource products, from Africa and support African countries in participating in China International Import Expo. The least developed African countries will be exempted from paying exhibition stand fees, he said.
三是實(shí)施貿(mào)易便利行動(dòng)。中國(guó)決定擴(kuò)大進(jìn)口非洲商品特別是非資源類產(chǎn)品，支持非洲國(guó)家參加中國(guó)國(guó)際進(jìn)口博覽會(huì)，免除非洲最不發(fā)達(dá)國(guó)家參展費(fèi)用。

On green development, Xi said China will undertake 50 aid projects on green development, and ecological and environmental protection, with a focus on climate change, ocean, desertification prevention and control, and wildlife protection.
四是實(shí)施綠色發(fā)展行動(dòng)。中國(guó)決定為非洲實(shí)施50個(gè)綠色發(fā)展和生態(tài)環(huán)保援助項(xiàng)目，重點(diǎn)加強(qiáng)在應(yīng)對(duì)氣候變化、海洋合作、荒漠化防治、野生動(dòng)物和植物保護(hù)等方面的交流合作。

On capacity building, Xi said China will set up 10 Luban Workshops in Africa to offer vocational training for young Africans. China will also train 1,000 high-caliber Africans, provide Africa with 50,000 government scholarships, sponsor seminar and workshop opportunities for 50,000 Africans, and invite 2,000 African youths to visit China for exchanges.
五是實(shí)施能力建設(shè)行動(dòng)。中國(guó)決定在非洲設(shè)立10個(gè)魯班工坊，向非洲青年提供職業(yè)技能培訓(xùn)；為非洲培訓(xùn)1000名精英人才；為非洲提供5萬(wàn)個(gè)中國(guó)政府獎(jiǎng)學(xué)金名額，為非洲提供5萬(wàn)個(gè)研修培訓(xùn)名額，邀請(qǐng)2000名非洲青年來(lái)華交流。

On health care, Xi said China will upgrade 50 medical and health aid programs for Africa, with a focus on flagship projects such as the headquarters of the African Center for Disease Control and Prevention and China-Africa Friendship Hospitals.
六是實(shí)施健康衛(wèi)生行動(dòng)。中國(guó)決定優(yōu)化升級(jí)50個(gè)醫(yī)療衛(wèi)生援非項(xiàng)目，重點(diǎn)援建非洲疾控中心總部、中非友好醫(yī)院等旗艦項(xiàng)目。

On people-to-people exchanges, Xi said China will set up an institute of African studies and enhance exchanges with Africa on civilization. China welcomes Africa's participation in the Silk Road International League of Theaters, the Silk Road International Museum Alliance and the Network of Silk Road Art Festivals.
七是實(shí)施人文交流行動(dòng)。中國(guó)決定設(shè)立中國(guó)非洲研究院，同非方深化文明互鑒；支持非洲國(guó)家加入絲綢之路國(guó)際劇院、博物館、藝術(shù)節(jié)等聯(lián)盟。

On peace and security, Xi said China will set up a China-Africa peace and security fund and continue providing free military aid to the African Union. A total of 50 security assistance programs will be carried out in the fields including UN peacekeeping missions, fighting piracy, and combating terrorism.
八是實(shí)施和平安全行動(dòng)。中國(guó)決定設(shè)立中非和平安全合作基金，繼續(xù)向非洲聯(lián)盟提供無(wú)償軍事援助。在聯(lián)合國(guó)維和、打擊海盜、反恐等領(lǐng)域推動(dòng)實(shí)施50個(gè)安全援助項(xiàng)目。
