國(guó)家主席習(xí)近平26日上午在北京出席第二屆“一帶一路”國(guó)際合作高峰論壇開(kāi)幕式并發(fā)表主旨演講。

Joint building of the Belt and Road has opened up new space for the world's economic growth, created a new platform to boost international trade and investment, expanded new practices to optimize the global economic governance, and made new contributions to improving people's well-being of all countries.

我們將同更多國(guó)家商簽高標(biāo)準(zhǔn)自由貿(mào)易協(xié)定。
China will negotiate and sign high-standard free trade agreements with more countries.

設(shè)施聯(lián)通

基礎(chǔ)設(shè)施是互聯(lián)互通的基石，也是許多國(guó)家發(fā)展面臨的瓶頸。建設(shè)高質(zhì)量、可持續(xù)、抗風(fēng)險(xiǎn)、價(jià)格合理、包容可及的基礎(chǔ)設(shè)施，有利于各國(guó)充分發(fā)揮資源稟賦，更好融入全球供應(yīng)鏈、產(chǎn)業(yè)鏈、價(jià)值鏈，實(shí)現(xiàn)聯(lián)動(dòng)發(fā)展。
Infrastructure is the cornerstone of connectivity and a bottleneck of development confronting many countries. Building infrastructure of high quality, sustainability, risk resilience, reasonable pricing, inclusiveness and accessibility could help countries give full play to their advantages in resources and better integrate into the global supply, industry and value chains for interconnected development.

民心相通

未來(lái)5年，中國(guó)將邀請(qǐng)共建“一帶一路”國(guó)家的政黨、智庫(kù)、民間組織等1萬(wàn)名代表來(lái)華交流。
A total of 10,000 representatives of political parties, think tanks and non-governmental organizations from countries participating in the Belt and Road Initiative will be invited to China for exchanges in the next five years.

未來(lái)5年支持5000人次中外方創(chuàng)新人才開(kāi)展交流、培訓(xùn)、合作研究。
China will support 5,000 people from innovation sector in Belt and Road countries in conducting exchanges, training programs and joint researches in the next five years.

中國(guó)將同各方一道推進(jìn)科技人文交流、共建聯(lián)合實(shí)驗(yàn)室、科技園區(qū)合作、技術(shù)轉(zhuǎn)移四大舉措。
China will work with other participants of the Belt and Road Initiative to promote scientific and cultural exchanges, set up joint science labs, build science and technology parks, and promote transfer of technologies.

我們同各方共建“一帶一路”可持續(xù)城市聯(lián)盟、綠色發(fā)展國(guó)際聯(lián)盟。
China will work with other parties to promote a coalition of sustainable cities and an international coalition for green development under the Belt and Road Initiative.

貿(mào)易暢通

未來(lái)我們將在更多領(lǐng)域允許外資控股或獨(dú)資經(jīng)營(yíng)，新布局一批自由貿(mào)易試驗(yàn)區(qū)。
China will allow foreign investors to operate businesses in more sectors with controlling or full stake, and roll out a new batch of pilot free trade zones.

我們高度重視履行同各國(guó)達(dá)成的多邊和雙邊經(jīng)貿(mào)協(xié)議，按照擴(kuò)大開(kāi)放的需要修改完善法律法規(guī)。
China attaches great importance to the establishment of a constraint mechanism for the fulfillment and implementation of international agreements, and the modification and improvement of laws and regulations in accordance with the need of further opening-up.

China will further lower its tariff rates and continuously open up its market and welcome quality products from around the world. The country is willing to import more competitive farm produces, finished products and services.

政策溝通

中國(guó)將著力營(yíng)造尊重知識(shí)價(jià)值的營(yíng)商環(huán)境，加強(qiáng)對(duì)外國(guó)知識(shí)產(chǎn)權(quán)人合法權(quán)益的保護(hù)，杜絕強(qiáng)制技術(shù)轉(zhuǎn)讓。
China will create a business environment in which the value of knowledge is respected. The country will step up protecting the legitimate rights and interests of foreign owners of intellectual property rights, and prohibit the forced transfer of technology.

資金融通

中國(guó)不搞以鄰為壑的匯率貶值，將不斷完善人民幣匯率形成機(jī)制，保持人民幣匯率在合理均衡水平上的基本穩(wěn)定。
China will not engage in beggar-thy-neighbor currency devaluation. China will continue to improve the exchange rate formation mechanism of its currency, the renminbi, and keep the exchange rate generally stable on a reasonable and balanced level.

我們也希望世界各國(guó)創(chuàng)造良好投資環(huán)境，平等對(duì)待中國(guó)企業(yè)、留學(xué)生和學(xué)者，為他們正常開(kāi)展國(guó)際交流合作活動(dòng)提供公平友善的環(huán)境。
All countries should create a sound investment environment, and treat Chinese enterprises, students and scholars abroad as equals, providing a fair and friendly environment for them to carry out normal international exchanges and cooperation.

“一帶一路”建設(shè)秉持的是共商、共建、共享原則，不是封閉的，而是開(kāi)放包容的；不是中國(guó)一家的獨(dú)奏，而是沿線國(guó)家的合唱。
In promoting the Belt and Road Initiative, China will follow the principle of wide consultation, joint contribution and shared benefits. The programs of development will be open and inclusive, not exclusive. They will be a real chorus comprising all countries along the routes, not a solo for China itself.
