為加快營造穩(wěn)定公平透明、可預(yù)期的營商環(huán)境，更大激發(fā)市場活力和社會創(chuàng)造力，國家發(fā)展和改革委員會于7月14日發(fā)布《優(yōu)化營商環(huán)境條例(征求意見稿)》，向社會公開征求意見。
China on Sunday unveiled plans to further improve its business environment, and began to solicit public opinion on how to proceed. The draft, published by the National Development and Reform Commission (NDRC), aims at accelerating the creation of a stable, fair, transparent and predictable business environment and stimulate market vitality and the creative power of the whole society.

《優(yōu)化營商環(huán)境條例（征求意見稿）》分為總則、市場主體、市場環(huán)境、政務(wù)服務(wù)、監(jiān)管執(zhí)法、法治保障、附則7章，共68條。其中，在“市場主體”部分，《條例》強調(diào)了平等對待各類市場主體，包括市場準入、平等獲取要素、招標投標和政府采購等環(huán)節(jié)。"市場環(huán)境"主要圍繞破解市場主體生產(chǎn)經(jīng)營活動中可能遇到的痛點難點堵點問題，從便利生產(chǎn)經(jīng)營，規(guī)范稅費辦理，公用事業(yè)、融資與人才服務(wù)三個方面，對企業(yè)開辦等內(nèi)容進行了規(guī)定。近年來，黨中央、國務(wù)院圍繞深化“放管服”改革、優(yōu)化營商環(huán)境作出了一系列重大決策部署，通過制定《條例》，有利于更加全面系統(tǒng)貫徹落實這些決策部署，更加有力推動優(yōu)化營商環(huán)境工作。此外，制定《條例》是提升營商環(huán)境法治化水平的重要舉措，也是破解當前營商環(huán)境痛點堵點難點問題的迫切需要。
