據(jù)國家醫(yī)保局消息，我國2023年醫(yī)保醫(yī)療救助為2.5億人次。2005年到2023年，醫(yī)療救助資金支出從13.8億元增長到745億元。

China's healthcare security system provided medical assistance to 250 million patients in 2023, according to the country's National Healthcare Security Administration. According to the administration, China's medical assistance funds increased from 1.38 billion yuan in 2005 to 74.5 billion yuan in 2023.

醫(yī)療救助是我國醫(yī)療保障體系中起托底作用的制度安排，用來保障醫(yī)療救助對象獲得基本醫(yī)療衛(wèi)生服務(wù)。據(jù)國家醫(yī)保局介紹，目前多數(shù)地區(qū)取消了低保對象、特困人員的起付線，提高了救助比例、封頂線，救助水平進(jìn)一步提高。救助對象從最初的低保對象、特困人員，延伸至低保邊緣家庭成員、防返貧監(jiān)測對象、剛性支出困難家庭中符合條件的大病患者（因病致貧重病患者）。此外，醫(yī)療救助逐步向大病慢病患者傾斜，從原有住院和門診項(xiàng)目分設(shè)、資金分別管理，調(diào)整為資金共同使用。

國家醫(yī)保局表示，經(jīng)過多年發(fā)展，國家醫(yī)保醫(yī)療救助制度逐步完善，覆蓋人群更廣，保障能力更強(qiáng)，困難群眾識(shí)別更精準(zhǔn)，救助落實(shí)更高效。今后將進(jìn)一步發(fā)揮制度潛力，高效用好資金，挖掘精細(xì)化管理服務(wù)效益。

促進(jìn)多層次醫(yī)療保障有序銜接，完善大病保險(xiǎn)和醫(yī)療救助制度，落實(shí)異地就醫(yī)結(jié)算，建立長期護(hù)理保險(xiǎn)制度，積極發(fā)展商業(yè)醫(yī)療保險(xiǎn)。

We will promote the orderly linking up of medical insurance programs at different levels, improve major disease insurance and medical assistance schemes, and see that medical expenses are settled where they are incurred. We will institute an insurance system to support long-term care and vigorously develop commercial medical insurance.
