21日，正在埃及訪問(wèn)的中國(guó)國(guó)家主席習(xí)近平在阿拉伯國(guó)家聯(lián)盟總部發(fā)表題為《共同開(kāi)創(chuàng)中阿關(guān)系的美好未來(lái)》的重要演講，闡述中國(guó)的中東政策。

21日，正在出訪的中國(guó)國(guó)家主席習(xí)近平針對(duì)恢復(fù)中東和平和促進(jìn)阿拉伯世界發(fā)展開(kāi)出了中國(guó)“處方”。

這里開(kāi)處方（prescribe a remedy）是指，習(xí)近平針對(duì)恢復(fù)中東和平和促進(jìn)阿拉伯世界發(fā)展給出中國(guó)的解決方案。也可以用 offer remedy 表示。

在演講中，習(xí)近平對(duì)中東問(wèn)題給出了一系列中國(guó)方案。他指出，中東是一塊富饒的土地（land of abundance），但迄今仍未擺脫戰(zhàn)爭(zhēng)和沖突。少一些沖突和苦難，多一點(diǎn)安寧和尊嚴(yán)，這是中東人民的向往（The people here want less conflict and suffering, more peace and dignity）。為此，習(xí)近平提出：化解分歧，關(guān)鍵要加強(qiáng)對(duì)話（enhance dialogue）。破解難題，關(guān)鍵要加快發(fā)展（accelerate development）。道路選擇，關(guān)鍵要符合國(guó)情（the key to choosing a right path is to make sure that it suits the national conditions）。

在巴勒斯坦問(wèn)題（Palestinian issue）上，習(xí)近平強(qiáng)調(diào)，維護(hù)巴勒斯坦人民合法民族權(quán)益是阿盟的神圣使命，也是國(guó)際社會(huì)的共同責(zé)任（To uphold the lawful national rights and interests of the Palestinian people is the lofty mission of the Arab League and the shared responsibility of the international community）。他指出，中國(guó)堅(jiān)定支持中東和平進(jìn)程（firmly support the Middle East peace process）。對(duì)于敘利亞問(wèn)題，他強(qiáng)調(diào)，解決熱點(diǎn)問(wèn)題，?；穑╟easefire）是當(dāng)務(wù)之急，政治對(duì)話是根本之道（political dialogue is the path to a fundamental solution），人道主義救援刻不容緩（humanitarian assistance brooks no delay）。

習(xí)近平強(qiáng)調(diào)，中阿共建“一帶一路”、“1+2+3”合作格局（“1+2+3” cooperation pattern）已經(jīng)有了早期收獲。為此，他提出以下建議：高舉和平對(duì)話旗幟（hold high the banner of peace and dialogue），開(kāi)展促進(jìn)穩(wěn)定行動(dòng)。推進(jìn)結(jié)構(gòu)調(diào)整（advance structural adjustment），開(kāi)展創(chuàng)新合作行動(dòng)。促進(jìn)中東工業(yè)化（advance industrialization in the Middle East），開(kāi)展產(chǎn)能對(duì)接行動(dòng)。倡導(dǎo)文明交流互鑒（strengthen cultural exchanges and mutual learning），開(kāi)展增進(jìn)友好行動(dòng)。

他強(qiáng)調(diào)，“我們?cè)谥袞|不找代理人，而是勸和促談；不搞勢(shì)力范圍，而是推動(dòng)大家一起加入“一帶一路”朋友圈；不謀求填補(bǔ)“真空”，而是編織互利共贏的合作伙伴網(wǎng)絡(luò)。（Instead of looking for a proxy in the Middle East, we promote peace talks; instead of seeking any sphere of influence, we call on all parties to join the circle of friends for the Belt and Road Initiative; instead of attempting to fill the 'vacuum', we build a cooperative partnership network for win-win outcomes）?！敝袊?guó)要抓住關(guān)鍵時(shí)期共建“一帶一路”，確立和平、創(chuàng)新、引領(lǐng)、治理、交融的行動(dòng)理念（set out the guiding principles of peace, innovation, guidance, governance and integration），做中東和平的建設(shè)者、中東發(fā)展的推動(dòng)者、中東工業(yè)化的助推者、中東穩(wěn)定的支持者、中東民心交融的合作伙伴（be builders of peace, promoters of development, boosters of industrialization, supporters of stability and partners of people-to-people exchanges in the Middle East）。
