很高興通過(guò)視頻同大家見(jiàn)面。在這個(gè)全球抗擊新冠肺炎疫情的特殊時(shí)刻，召開(kāi)此次特別會(huì)議正當(dāng)其時(shí)。感謝阮春福總理為籌備會(huì)議所做大量工作。
It is good to see you all via video link. We meet at a challenging time when countries around the world are battling COVID-19. This has made our Special Summit all the more relevant. I wish to thank Prime Minister Nguyen Xuan Phuc for his tremendous efforts in making this meeting possible.

當(dāng)前疫情已波及200多個(gè)國(guó)家和地區(qū)，世界人民生命安全和健康受到重大威脅，世界經(jīng)濟(jì)遭遇嚴(yán)重沖擊，供給需求兩端同時(shí)萎縮，金融市場(chǎng)大幅震蕩，貿(mào)易投資明顯下滑。社會(huì)治理危機(jī)、人道危機(jī)風(fēng)險(xiǎn)上升，糧食危機(jī)隱憂浮現(xiàn)。疫情形勢(shì)比預(yù)想的更加嚴(yán)峻，對(duì)所有國(guó)家都是一場(chǎng)重大考驗(yàn)。
With more than 200 countries and regions affected to date, COVID-19 is gravely threatening the health, safety and life of people around the world. The global economy has come under severe strain, with simultaneous contraction of supply and demand, massive volatility in the financial markets, and plummeting trade and investment. We are at growing risk of a social governance crisis, a humanitarian crisis, and even a possible food crisis. The outbreak has turned more destructive than anticipated, and has presented a major test for each and every country.

在前不久舉行的二十國(guó)集團(tuán)領(lǐng)導(dǎo)人特別峰會(huì)上，習(xí)近平主席倡導(dǎo)國(guó)際社會(huì)堅(jiān)定信心、齊心協(xié)力、團(tuán)結(jié)應(yīng)對(duì)，全面加強(qiáng)國(guó)際合作。東盟與中日韓（10+3）是近鄰，我們有門(mén)類齊全、優(yōu)勢(shì)互補(bǔ)的產(chǎn)業(yè)鏈和分工體系，有合作應(yīng)對(duì)危機(jī)的寶貴經(jīng)驗(yàn)和應(yīng)急機(jī)制。從防控疫情角度講，我們命運(yùn)與共；從維護(hù)經(jīng)濟(jì)發(fā)展角度看，我們利益攸關(guān)。當(dāng)前形勢(shì)下，我們應(yīng)當(dāng)增強(qiáng)命運(yùn)共同體意識(shí)，凝聚共同意志和力量，拿出更大決心和行動(dòng)，密切協(xié)調(diào)配合，發(fā)出東亞國(guó)家風(fēng)雨同舟、守望相助的信號(hào)，提振地區(qū)和國(guó)際社會(huì)的信心，爭(zhēng)取東亞地區(qū)早日戰(zhàn)勝疫情。
At the recent Extraordinary G20 Leaders' Summit, President Xi Jinping highlighted the imperative for the international community to strengthen confidence, act in unity and make a collective response by comprehensively stepping up international cooperation.Being each other's close neighbors, we, the APT countries, have developed a full-fledged industrial chain and a mutually complementary specialization structure. We have gained valuable experience of jointly tackling crises and have put in place mechanisms for enhancing emergency preparedness.In fighting the epidemic, our fortunes are closely inter-connected; in sustaining economic growth, our interests are closely aligned.The battle against COVID-19 has made us more aware that we are in a community with a shared future. We must act with a greater sense of common purpose and stronger resolve. We must make more determined efforts and work together in closer coordination and cooperation. We need to send a message of partnership, solidarity and mutual assistance among East Asian countries to boost confidence in our region and beyond. Together, we must secure an early victory against COVID-19 in East Asia.

面對(duì)突如其來(lái)的疫情，中國(guó)政府始終堅(jiān)持以人民為中心，把人民的生命安全和身體健康放在首位，堅(jiān)持堅(jiān)定信心、同舟共濟(jì)、科學(xué)防治、精準(zhǔn)施策，堅(jiān)持公開(kāi)透明。經(jīng)過(guò)全國(guó)上下和廣大人民群眾艱苦努力，目前中國(guó)國(guó)內(nèi)疫情防控取得重要階段性成效，經(jīng)濟(jì)社會(huì)秩序正在加快恢復(fù)。我們出臺(tái)了大規(guī)模階段性減稅降費(fèi)政策，減輕企業(yè)負(fù)擔(dān)，帶動(dòng)消費(fèi)增長(zhǎng)，促進(jìn)新業(yè)態(tài)發(fā)展。我們將堅(jiān)定不移擴(kuò)大改革開(kāi)放，加大財(cái)政貨幣政策調(diào)節(jié)力度，推動(dòng)經(jīng)濟(jì)和社會(huì)發(fā)展。下階段，我們將針對(duì)關(guān)鍵環(huán)節(jié)和風(fēng)險(xiǎn)點(diǎn)繼續(xù)做好疫情防控，努力防止反彈，不會(huì)掉以輕心。我們不會(huì)忘記，在中方最困難的時(shí)候，地區(qū)國(guó)家給予了我們真誠(chéng)的幫助。疫情面前，世界各國(guó)命運(yùn)與共、休戚相關(guān)，沒(méi)有一個(gè)國(guó)家可以獨(dú)善其身。我愿就10+3抗擊疫情合作提出幾點(diǎn)倡議：
Facing this unexpected disease, the Chinese government has consistently followed a people-centered approach. China puts the life and health of all its people front and center. It has adhered to the principles of shoring up confidence, strengthening unity, following a science-based approach and taking targeted measures, and has all along been open and transparent.Thanks to the painstaking efforts of the whole country and society, China has achieved major progress in containing the outbreak, and life and work is returning to normal at a faster pace in our country.We introduced massive tax and fee cuts to lessen corporate burdens, boost consumption growth and bolster new forms of industry. We will persist with reform and opening-up and intensify fiscal and monetary policies in an effort to promote economic and social development.Going forward, we will sustain outbreak control measures targeting priority areas and potential risks to forestall a resurgence of infection. Any complacency in this regard would be misplaced. We will never forget that fellow APT countries provided valuable assistance to us at a most difficult time. No country can tackle this disease on its own. We are all in this together.Here, I wish to put forward China's proposals on APT cooperation in fighting the outbreak.

一是全力加強(qiáng)防控合作，提升公共衛(wèi)生水平。保護(hù)和拯救生命是第一位的。我們應(yīng)當(dāng)像對(duì)待本國(guó)公民一樣，保護(hù)好各國(guó)僑民包括留學(xué)生的健康安全。密切各國(guó)衛(wèi)生、海關(guān)、交通、移民等部門(mén)之間的協(xié)調(diào)配合，探討建立通暢的聯(lián)絡(luò)機(jī)制，就疫情信息、防控措施、出入境人員管理等進(jìn)行密切溝通，形成防控合力，遏制疫情蔓延。分享診療經(jīng)驗(yàn)，共享科研數(shù)據(jù)和信息，積極開(kāi)展藥物、疫苗等研發(fā)合作。各方應(yīng)當(dāng)就醫(yī)療物資的生產(chǎn)、需求和供給保持協(xié)調(diào)，為商業(yè)采購(gòu)相互提供便利。中方愿通過(guò)無(wú)償援助和商業(yè)渠道，向東盟國(guó)家提供力所能及的支持和幫助，并愿繼續(xù)根據(jù)需要向東盟國(guó)家派遣醫(yī)療專家組。中國(guó)社會(huì)有關(guān)方面也在積極籌措資源，愿為有需要的東盟國(guó)家提供抗擊疫情和人道主義援助。中方支持東盟設(shè)立抗擊疫情特別基金，將通過(guò)中國(guó)—東盟合作基金和10+3合作基金等渠道提供必要支持，使其發(fā)揮更大作用。建議建立10+3應(yīng)急醫(yī)療物資儲(chǔ)備中心，立足當(dāng)前，著眼長(zhǎng)遠(yuǎn)，提高響應(yīng)效率，加強(qiáng)物資保障。開(kāi)展公共衛(wèi)生突發(fā)事件應(yīng)對(duì)桌面演練，用好10+3合作基金，實(shí)施更多公共衛(wèi)生培訓(xùn)項(xiàng)目。我們應(yīng)當(dāng)支持世界衛(wèi)生組織在全球疫情防控中發(fā)揮領(lǐng)導(dǎo)作用，加強(qiáng)同世衛(wèi)組織的協(xié)調(diào)合作，共同維護(hù)好地區(qū)和全球的公共衛(wèi)生安全。
First, APT countries need to enhance all-round cooperation against the epidemic and build up public health capacity.Protecting and saving lives is a first-order priority. We need to protect the safety and health of the foreign nationals we host, especially students, the same way we protect our own citizens.We should strengthen coordination and collaboration among the health, customs, transportation and immigration authorities of APT countries. And a liaison mechanism should be explored for smooth and regular communication among us on outbreak development, control measures and management of border entries and exits. This will create greater synergy of our responses which is essential for curtailing the spread of infection.We need to share diagnostic and treatment experience, research data and information, and conduct joint research and development of drugs and vaccines.We need to coordinate the production, demand and supply of medical supplies, and facilitate each other's purchase of these supplies on a commercial basis.China will provide support and assistance to ASEAN countries to the best of our capability as grant assistance and via commercial channels, and will send more medical experts to ASEAN countries in light of your needs.Various groups in Chinese society are also mobilizing resources to provide anti-epidemic and humanitarian assistance for the ASEAN countries in need.China supports ASEAN in setting up a COVID-19 ASEAN response fund, and will provide necessary support through the ASEAN-China Cooperation Fund and APT Cooperation Fund to boost its capacity.In view of both current and longer-term needs, China suggests an APT reserve of essential medical supplies be established to make our response faster and emergency supplies more readily available.We need to carry out tabletop exercises for public health emergencies and make better use of the APT Cooperation Fund to conduct more public health training programs.We should also support WHO in leading a global response to the outbreak. We need to beef up coordination and cooperation with WHO, and work jointly to safeguard regional and global public health security.

二是努力恢復(fù)經(jīng)濟(jì)發(fā)展，推進(jìn)區(qū)域經(jīng)濟(jì)一體化。我們要發(fā)揮10+3國(guó)家互補(bǔ)性強(qiáng)、經(jīng)貿(mào)往來(lái)密切、產(chǎn)業(yè)結(jié)構(gòu)完整、利益深度融合等優(yōu)勢(shì)，進(jìn)一步減免關(guān)稅、取消壁壘、暢通貿(mào)易、促進(jìn)投資，相互開(kāi)放市場(chǎng)，盡快恢復(fù)東亞經(jīng)濟(jì)增長(zhǎng)。建議在確保防控要求前提下，積極考慮為重要和急需的商務(wù)、物流、生產(chǎn)和技術(shù)服務(wù)人員往來(lái)開(kāi)設(shè)“快捷通道”。中國(guó)同韓國(guó)、新加坡正在通過(guò)雙邊渠道就此進(jìn)行積極探討，希望這一安排能夠逐步拓展至其他有需要的國(guó)家。相信這將有利于在不放松疫情防控的同時(shí)，維持必要的人流物流，穩(wěn)定產(chǎn)業(yè)鏈供應(yīng)鏈。我們要開(kāi)展強(qiáng)化10+3產(chǎn)業(yè)鏈供應(yīng)鏈合作的聯(lián)合研究，加固薄弱環(huán)節(jié)，增強(qiáng)抗壓能力。在健康醫(yī)療、智能制造、大數(shù)據(jù)、5G等領(lǐng)域開(kāi)展合作，打造新的經(jīng)濟(jì)增長(zhǎng)點(diǎn)。我們還要爭(zhēng)取如期簽署“區(qū)域全面經(jīng)濟(jì)伙伴關(guān)系協(xié)定”（RCEP），加快中日韓自貿(mào)區(qū)談判，實(shí)現(xiàn)更高水平的區(qū)域經(jīng)濟(jì)一體化。
Second, we need to revitalize economic growth and deepen regional economic integration. We APT countries enjoy high economic complementarity, strong business ties, full-fledged industrial systems and closely-entwined interests. These are our strengths that must be brought out to the full.On this basis, we should further ease tariffs, eliminate barriers, boost the flow of trade and investment, and keep markets open to each other, in an effort to restore growth in East Asia as quickly as possible.With all the necessary control measures in place, we should consider opening a "fast-track lane" for essential personnel on urgent visits in the areas of commerce, logistics, production and technological services. China is discussing this idea bilaterally with the ROK and Singapore, and hopes that in time such arrangements will be expanded to other countries with similar needs. This will be conducive to maintaining the necessary flow of people and goods and stabilizing the industrial and supply chains without compromising outbreak control.We need to conduct joint research on enhancing the industrial and supply chains among APT countries to shore up the weak links and make them more resilient.We should advance cooperation on health and medical care, smart manufacturing, big data, and 5G to foster new drivers of growth.We also need to work toward signing the Regional Comprehensive Economic Partnership (RCEP) agreement within the agreed time-frame, and speed up the Trilateral FTA negotiations to enhance regional economic integration.

三是著力密切政策協(xié)調(diào)，抵御各類風(fēng)險(xiǎn)挑戰(zhàn)。10+3機(jī)制曾為應(yīng)對(duì)亞洲金融危機(jī)和國(guó)際金融危機(jī)發(fā)揮積極作用。面對(duì)疫情對(duì)金融市場(chǎng)造成沖擊，我們有信心能夠應(yīng)對(duì)金融風(fēng)險(xiǎn)挑戰(zhàn)，為本地區(qū)提供穩(wěn)定力量。進(jìn)一步擴(kuò)大本幣在區(qū)域貿(mào)易投資中的使用，完善貨幣互換網(wǎng)絡(luò)。發(fā)揮清邁倡議多邊化、10+3宏觀經(jīng)濟(jì)研究辦公室（AMRO）等機(jī)制的作用，做好應(yīng)對(duì)危機(jī)準(zhǔn)備。支持世界銀行、亞洲開(kāi)發(fā)銀行、亞洲基礎(chǔ)設(shè)施投資銀行等多邊金融機(jī)構(gòu)緊急行動(dòng)起來(lái)，保持市場(chǎng)流動(dòng)性充裕。中方愿在亞行中國(guó)減貧與區(qū)域合作基金中指定1000萬(wàn)美元，專門(mén)用于區(qū)域抗擊疫情項(xiàng)目。歡迎亞投行提議設(shè)立初期規(guī)模為50億美元的恢復(fù)基金。本地區(qū)是世界糧食主產(chǎn)區(qū)之一，人口超過(guò)世界的四分之一，且地區(qū)國(guó)家多為發(fā)展中國(guó)家，保證糧食安全至關(guān)重要。要發(fā)揮好10+3大米緊急儲(chǔ)備等機(jī)制的作用，加強(qiáng)各國(guó)協(xié)作，保障本地區(qū)糧食供給和市場(chǎng)安全，防止出現(xiàn)糧食危機(jī)。
Third, we need to intensify policy coordination to weather all kinds of risks and challenges. The APT framework played a positive role in tackling the Asian and global financial crises. We should remain confident about our ability to overcome the financial risks and challenges brought by COVID-19, and serve as an anchor of stability for the region.We should expand the use of local currencies in regional trade and investment and improve the currency-swap network. Mechanisms such as the Chiang Mai Initiative Multilateralization (CMIM) and the APT Macroeconomic Research Office (AMRO) need to be fully leveraged to enhance crisis preparedness.We should support the World Bank, the Asian Development Bank (ADB), the Asian Infrastructure Investment Bank (AIIB) and other multilateral financial institutions in taking prompt actions to ensure adequate liquidity.China will earmark US$10 million in its Poverty Reduction and Regional Cooperation Fund under the ADB to support outbreak control programs in the region.We also welcome the AIIB's proposal of a COVID-19 Recovery Facility with an initial capitalization of US$5 billion.Our region is one of the world's main grain producers. It is home to over a quarter of the world's population, and most of us are developing countries. Ensuring food security is vitally important. We must make full use of the APT Emergency Rice Reserve (APTERR), intensify collaboration to ensure regional grain supply and market security, and fend off a food crisis.

病毒是人類共同的敵人。面對(duì)疫情，團(tuán)結(jié)一致、共迎挑戰(zhàn)，是大義；通力合作、和衷共濟(jì)，是正道。中國(guó)人民將堅(jiān)定不移同東亞人民、同世界人民站在一起，共擔(dān)風(fēng)雨、共克時(shí)艱。相信我們一定能夠共同戰(zhàn)勝疫情，恢復(fù)地區(qū)經(jīng)濟(jì)活力，推動(dòng)世界實(shí)現(xiàn)繁榮穩(wěn)定！
Viruses are a common enemy of humanity. It falls on all of us to rise to the occasion and meet this challenge with solidarity and concerted action. Working together in partnership is the right way forward.The Chinese people will continue to stand side by side with other peoples in East Asia and across the world in navigating these tough times.I have every confidence that together we will prevail over the epidemic. We will revitalize the regional economy, and contribute to the prosperity and stability of the world.
