中共中央政治局常務(wù)委員會12月3日召開會議，聽取脫貧攻堅總結(jié)評估匯報。中共中央總書記習(xí)近平主持會議并發(fā)表重要講話。習(xí)近平指出，經(jīng)過8年持續(xù)奮斗，我們?nèi)缙谕瓿闪诵聲r代脫貧攻堅目標(biāo)任務(wù)，現(xiàn)行標(biāo)準(zhǔn)下農(nóng)村貧困人口全部脫貧，貧困縣全部摘帽，消除了絕對貧困和區(qū)域性整體貧困，近1億貧困人口實現(xiàn)脫貧，取得了令全世界刮目相看的重大勝利。
Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, said on Dec 3 that China has accomplished its poverty alleviation target of the new era as scheduled and achieved a significant victory that impresses the world. Through eight years of sustained work, China has lifted all rural poor population under the current standard out of poverty and nearly 100 million poor people have shaken off poverty, Xi made the remarks while presiding over a meeting of the Standing Committee of the Political Bureau of the CPC Central Committee. China has removed all poor counties from the poverty list, and eradicated absolute poverty and regional poverty, Xi said.

中共中央政治局常務(wù)委員會會議指出，當(dāng)前，中國發(fā)展不平衡不充分的問題仍然突出，鞏固拓展脫貧攻堅成果的任務(wù)依然艱巨。如何鞏固拓展脫貧攻堅成果？會議從7個方面作出了部署：保持幫扶政策總體穩(wěn)定，嚴(yán)格落實“四個不摘”要求，保持現(xiàn)有幫扶政策、資金支持、幫扶力量總體穩(wěn)定；健全防止返貧監(jiān)測幫扶機(jī)制，繼續(xù)對脫貧縣、脫貧村、脫貧人口開展監(jiān)測，持續(xù)跟蹤收入變化和“兩不愁三保障”鞏固情況，定期核查，及時發(fā)現(xiàn)，及時幫扶，動態(tài)清零；持續(xù)發(fā)展壯大扶貧產(chǎn)業(yè)，繼續(xù)加強(qiáng)脫貧地區(qū)產(chǎn)業(yè)發(fā)展基礎(chǔ)設(shè)施建設(shè)，拓展銷售渠道，創(chuàng)新流通方式，促進(jìn)穩(wěn)定銷售；做好脫貧人口穩(wěn)崗就業(yè)，加大對脫貧人口職業(yè)技能培訓(xùn)力度，加強(qiáng)東西部勞務(wù)協(xié)作，鼓勵支持東中部勞動密集型產(chǎn)業(yè)向西部地區(qū)轉(zhuǎn)移；強(qiáng)化易地搬遷后續(xù)扶持，完善集中安置區(qū)公共服務(wù)和配套基礎(chǔ)設(shè)施，因地制宜在搬遷地發(fā)展產(chǎn)業(yè)，確保搬遷群眾穩(wěn)得住、有就業(yè)、逐步能致富；加強(qiáng)資金資產(chǎn)項目管理，建立健全資產(chǎn)管理制度，持續(xù)發(fā)揮效益；兜住民生底線，規(guī)范管理公益崗位，以現(xiàn)有社會保障體系為依托，促進(jìn)弱勞力、半勞力等家庭就近就地解決就業(yè)，保障這些群眾基本生活。

脫貧攻堅的重大勝利，為實現(xiàn)第一個百年奮斗目標(biāo)打下堅實基礎(chǔ)，極大增強(qiáng)了人民群眾獲得感、幸福感、安全感，徹底改變了貧困地區(qū)的面貌，改善了生產(chǎn)生活條件，提高了群眾生活質(zhì)量，“兩不愁三保障”全面實現(xiàn)。
The great victory in poverty reduction has laid solid foundations for the fulfillment of the first centenary goal－to finish building a moderately prosperous society in all respects by the time the CPC celebrates its centenary in 2021－and has boosted the people's feeling of gain, happiness and security. The livelihood of the people in poverty-stricken areas has been greatly improved, and the people have sufficient food and clothing, as well as access to compulsory education, basic medical services and safe housing.
