中共中央、國務(wù)院近日印發(fā)《黃河流域生態(tài)保護和高質(zhì)量發(fā)展規(guī)劃綱要》?！毒V要》是指導(dǎo)當前和今后一個時期黃河流域生態(tài)保護和高質(zhì)量發(fā)展的綱領(lǐng)性文件，是制定實施相關(guān)規(guī)劃方案、政策措施和建設(shè)相關(guān)工程項目的重要依據(jù)。
The Communist Party of China Central Committee and the State Council have jointly issued an outline document on the ecological protection and high-quality development of the Yellow River basin. The document, titled "Outline of the Yellow River Basin's Ecological Protection and High-quality Development Plan", will guide the country's ecological conservation and high-quality development of the Yellow River basin, and serve as an important basis for formulating and implementing relevant planning schemes, policies and measures, as well as building engineering projects.

黃河發(fā)源于青藏高原巴顏喀拉山北麓，呈“幾”字形流經(jīng)青海、四川、甘肅、寧夏、內(nèi)蒙古、山西、陜西、河南、山東9省區(qū)，全長5464公里，是我國第二長河。黃河流域西接昆侖、北抵陰山、南倚秦嶺、東臨渤海，橫跨東中西部，是我國重要的生態(tài)安全屏障，也是人口活動和經(jīng)濟發(fā)展的重要區(qū)域，在國家發(fā)展大局和社會主義現(xiàn)代化建設(shè)全局中具有舉足輕重的戰(zhàn)略地位。
推動黃河流域生態(tài)保護和高質(zhì)量發(fā)展，具有深遠歷史意義和重大戰(zhàn)略意義。保護好黃河流域生態(tài)環(huán)境，促進沿黃地區(qū)經(jīng)濟高質(zhì)量發(fā)展，是協(xié)調(diào)黃河水沙關(guān)系、緩解水資源供需矛盾、保障黃河安瀾的迫切需要；是踐行綠水青山就是金山銀山理念、防范和化解生態(tài)安全風(fēng)險、建設(shè)美麗中國的現(xiàn)實需要；是強化全流域協(xié)同合作、縮小南北方發(fā)展差距、促進民生改善的戰(zhàn)略需要；是解放思想觀念、充分發(fā)揮市場機制作用、激發(fā)市場主體活力和創(chuàng)造力的內(nèi)在需要；是大力保護傳承弘揚黃河文化、彰顯中華文明、增進民族團結(jié)、增強文化自信的時代需要。
